Dr. Eltonette “Elle” Harris is a native of Portsmouth, Virginia; she is a true philanthropist with a servant's heart. She has dedicated her life to advocating for women and girls worldwide. She has a professional background in the Human Services field where she has experience in family reunification, family stabilization, human trafficking, independent living for children in foster care, and human service company management and operation. This foundation led to the birth of her company The W. Agency, where she helps businesses with development, systems, compliance, and innovation. 

Dr. Elle's academic journey began at Virginia State University where she received her Bachelor’s degree in Mass Communications. She earned a Master's degree from Norfolk State University in Community Counseling. She earned a second Master's degree in College Leadership and Administration, from what is now known as Purdue University Global. She completed her Ph.D. in Human Services from Capella University. Her dissertation title was "Feelings of Inadequacy Experienced by Women Nonprofit Leaders During Organizational Transformation. She intends to use this research to strengthen the education and support of women leaders worldwide.

Dr. Elle Harris has served in many capacities throughout the community. She was a volunteer mentor with the Up Center, a Chairwoman over Youth and Recreation for the Lee Ward Civic League in Portsmouth, and a Program Director of Just Dyvine Dance Crew--an initiative under a non-profit organization called Youth Matter. Dr. Harris is a member of Alpha Kappa Alpha Sorority, Incorporated. She is also a CoChair of the Grants Committee for the Virginia Beach Pearl Foundation. 

Her continuous work earned her a Gold Level Presidential Volunteer Service Award from President Barack Obama, in 2011. And Dr. Harris was named the 2020 and 2021 Women of Distinction Honoree in the category of Entrepreneurship and Innovation, from the YWCA of South Hampton Roads.
